The organisation’s charitable purpose is the advancement of culture and education through the promotion, preservation, and participation in Australian pigeon heritage, including the competition, social, and educational aspects of pigeon keeping.
We are committed to:
- Preserving and celebrating the cultural heritage of pigeon keeping, events and competitions in Australia.
- Promoting responsible and humane care of pigeons as an integral part of Australian life.
- Encouraging intergenerational participation, including programs for the elderly, youth, and people with disabilities through community lofts and educational events.
- Developing the National Pigeon Museum and Cultural Archive as a centre for learning, exhibition, and public engagement.
- Encouraging development of positive mental health for aged, disabled and youth through the caring of pigeons.
As a Registered Charity with a purpose of “working positively with like-minded partners, so we are able to advance our objectives and goals towards greater public understanding and appreciation of pigeons, while also strengthening community awareness of their important role and value.”

The Australian Pigeon Council Ltd (APCL) is a registered Australian charity established to deliver community, education, disability inclusion, animal welfare and social wellbeing outcomes through its network of Community Loft & Museum Hubs.
APCL is formally registered with the Australian Charities and Not-for-profits Commission (ACNC).
Members of the public, donors and regulators can independently verify our status at any time by searching our name on the ACNC public register
How Donations Are Used
All donations and philanthropic contributions to APCL are applied directly to our charitable purposes, including:

Our Impact (Initial Focus Areas)
As a newly registered charity with an active development project, APCL is now entering its first formal operational period. Our focus is on establishing strong, ethical and meaningful programs that grow sustainably over time.
We will track and report on the following impact areas:
Elderly & Disability Participation
APCL will provide regular opportunities for elderly people and people living with disabilities to visit, participate in and engage with the Community Loft & Museum in ways that support wellbeing, purpose and social connection.
Schools & Community Engagement
Our Community Loft & Museum will welcome schools, community groups and organisations to experience animal-assisted learning, history, science and care, strengthening education and intergenerational connection.
Youth Volunteering & Development
Young people will be supported to participate as volunteers, learners and mentors, helping them build confidence, responsibility, skills and community belonging.
Public Museum & Visitor Engagement
The Kalbar site will operate as a living museum, allowing visitors to experience pigeon history, communication and animal care in a hands-on, meaningful way.
Animal Welfare & Care
All pigeons in our care will be maintained under strict welfare and ethical standards, ensuring they live healthy, enriched and well-managed lives as part of our community programs.
APCL will document, evaluate and publicly report on these impact areas as operations begin, allowing supporters to see the real-world outcomes created by their involvement.
